Kim Yong Chol would be the highest-level North Korean official to travel to the United States since 2000, when Vice Marshal Jo Myong Rok visited Washington and met President Bill Clinton amid warming ties between the wartime foes.

They discussed their shared goal of achieving "the complete and permanent dismantlement of North Korea's nuclear, chemical, and biological weapons and ballistic missile programs".


USA officials now expect the summit to go ahead, but they want North Korea to accept that nuclear disarmament be at the heart of the discussion - and warn that there can be no end to trade sanctions without it.

"But, as the president has said", she added, "if it doesn't happen June 12 it could happen thereafter".

But South Korea, which has lobbied hard for the talks between Trump and Kim, has insisted that Kim can be persuaded to abandon his nuclear facilities, materials and bombs in a verifiable and irreversible way if offered credible security and economic guarantees. South Korea's Defense Ministry said Tuesday there have been no discussions yet between Washington and Seoul on modifying the drills, which usually take place in August.
