Facebook has said that as many as 146 million people may have received information from a Russian agency that's accused of orchestrating much of the cyber meddling in the election.

Facebook announced a batch of restrictions on the data that third-party apps access and overhauled its terms of service.

To ease the way, Zuckerberg on Monday met some lawmakers privately, listening to their concerns before they will have a chance to interrogate him in public.

The world's largest social network company founder will appear before a joint hearing of the Senate Commerce and Judiciary Committees.

That Facebook app, called "This is Your Digital Life", was a personality quiz created in 2014 by an academic researcher named Aleksander Kogan, who paid about 270,000 people to take it. The sheer number of updates also all but ensured that some announcements would get buried in the news cycle.

Facebook didn't respond to requests for comment. Though it only takes one Facebook user to expose their friends' data, users have since been encouraged to change their privacy and advertisement settings.

Zuckerberg plans to open his remarks with a familiar recitation of the social media platform's ability to link far-flung people together but then pivot into an acknowledgement of Facebook's increasingly visible dark side.

But he acknowledged that "it's clear now that we didn't do enough to prevent these tools from being used for harm as well". The CEO will face questions over the data harvesting scandal, and also be asked about the spread of misinformation on his platform - "fake news" - and interference with elections.

"We didn't take a broad enough view of our responsibility, and that was a big mistake", Zuckerberg's testimony continued. "It was my mistake, and I'm sorry", Zuckerberg said in his written testimony released by the House commerce committee.

A group calling itself Faceblock wants all Facebook users to give it up for a day.

The hearings come after months of bruising headlines for Facebook. But its announcements and executive statements only ignited more controversies.

Approximately 87 million of Facebook's account holders may have had their personal information shared, according to the social media company.

This whole data scandal has landed Facebook in soup and cost it billions of dollars in market value.

Even Zuckerberg's apologies have been criticized. Facebook said it was still auditing CubeYou, which is based in Redwood City, Calif., but believed it could suspend as many as 50 apps from the company.

Zuckerberg will provide testimony and address all matters related to the data incident.

Facebook hasn't disclosed that some of its revenue may be tied to illegal trafficking in wildlife in regulatory filings that are supposed to outline various risks and other threats that could crimp its profits or stock price.

Some Republican lawmakers are pressing Facebook to support the Honest Ads Act, a bi-partisan bill to bring greater transparency to online political ads, along with more sweeping regulations.

Zuckerberg has already shown he's willing to apologize.
