North Korea is already under severe US and UN sanctions and so Tuesday's decision will have little impact on the country. "For the first time in many years, a serious effort is being made by all parties concerned", Trump tweeted Tuesday.

North Korea apparently voiced its willingness to hold talks with the U.S.in exchange for a halt either to joint South Korea-U.S. drills or the deployment of strategic American weapons in South Korea.

South Korean envoys will bring a message to the United States from North Korean leader Kim Jong Un when they meet in Washington later this week, the BBC reported on Wednesday.
