In response to the vote, US Ambassador Nikki Haley accused Russian Federation of shielding Iran and warned the United States would consider other ways to take action against Tehran.
"That just validated a lot of what we already thought, which is Iran gets a pass for its unsafe and illegal behavior", Haley said.
Haley held the Security Council accountable for the defeat, "The Security Council failed to adopt a resolution that would have called out Iran for its actions".
All four countries are signatories to the Iran nuclear deal.
He said the Britain-drafted resolution "turned into another setback, particularly for the United States".
