Daylight Saving Time starts its eight-month run this Sunday when clocks are turned forward one hour at 2 a.m. The Act established the system of uniform Daylight Saving Time throughout the US.

This is also a great time to replace the batteries in your smoke and carbon monoxide detectors.

Manipulating time has been a human activity since, well, time began, with efforts recorded for hundreds of years.

A 2008 US Department of Energy study reported that daylight saving time reduces annual energy use by only about 0.03%.

Florida will then join Hawaii and most of Arizona, the two places that are exempt from the Uniform Time Act of 1966. The rules changed again in 2007.


So said Florida lawmakers this week when they approved a bill to keep Daylight Saving Time all year instead of ending it in November.

Daylight Saving Time was observed during World War II but was not practiced country-wide at the war's end. It was first seriously advocated by William Willet, a British builder, in his pamphlet "Waste of Daylight" in 1907.

A time whose time has passed? Other non-observers are American Samoa, Guam, Puerto Rico and the Virgin Islands.

But some people question the benefits, and a handful of places in the US don't observe daylight saving time.
