Robert Mueller Added More Charges Against Manafort, Gates

The indictment says the group was managed by a former European chancellor. The special counsel's office says in the documents that Manafort "spent millions of dollars on luxury goods and services for himself and his extended family through payments wired from the offshore nominee accounts" to vendors in the U.S.

In a letter to his family obtained by ABC News, Gates described his "change of heart" to plead guilty, apparently motivated to protect his family from further public exposure and a costly legal process. In a document that accompanied the new indictment, prosecutors said they had filed the charges in Virginia, rather than Washington where the other case is pending, because the alleged conduct occurred there and one of the defendants objected to them being brought in Washington. He said he had "hoped and expected my business colleague would have had the strength to continue the battle to prove our innocence". They have pleaded not guilty to those original charges.

Gates has pleaded guilty to federal conspiracy and false statements charges in the special counsel's Russian Federation investigation.

The new charges, which were first reported on Wednesday, come amid reports that Gates is nearing a plea deal with Mueller, whose investigation into the Trump campaign's involvement in Russia's 2016 election interference, along with possible obstruction of justice on the part of the president, heats up. After Trump's election win in November that year, Gates was on Trump's presidential transition team and his inaugural committee.

All told, the grand jury included 32 charges in this new indictment. Gates helped run the campaign's day-to-day operations, played a key role at the Republican National Convention at which Mr Trump was chosen as the party's nominee and accompanied Mr Trump on campaign flights.

The plea could indicate he is planning to cooperate with special counsel Robert Mueller's investigation.

It is unclear which charges Gates will be pleading guilty to Friday or what he would provide to the special counsel's investigation.

The group, which operated in 2012-2013, was managed by an unnamed "former European chancellor", who along with other members of the group lobbied United States legislators and White House officials, it said. The person spoke on condition of anonymity because they were not authorized to publicly discuss details. The charges include preparing false tax returns, bank fraud, conspiracy to commit bank fraud and failure to disclose income from foreign sources.

After a two-month stretch that produced no charges, the new indictment is part of a flurry of activity for Mr Mueller's team within the past week.

The two men were already indicted last October for money laundering and tax evasion, and already face at least 10 years in jail if convicted. It zeroed on the trial of Yulia Tymoshenko, the former Ukrainian Prime Minister and the present political foe of Viktor Yanukovych, the former Ukrainian President.
