Neither Kim Yo Jong nor Kim Yong Nam are among the North Korean officials blacklisted under United Nations sanctions over the North's weapons programs.

USA officials declined to offer details on the expected new sanctions beyond Pence's comments, citing concerns that any additional information could be used by those trying to skirt the new measures.

In another development, China's foreign minister Wang Yi said Beijing hopes North and South Korea can keep the momentum of interaction going and gradually open the door to peace on the peninsula.


Yong-nam is the President of the Presidium of the Supreme People's Assembly of North Korea. In 2017, North Korea aired a live broadcast of its military parade on state television.

South Korean media have been speculating about whether Kim Jong Un will send a personal message to Moon through his sister and, if so, whether it would include a proposal for a summit between the two leaders.

Analysts said the parade seemed smaller than those of previous years, although it was still focused on the North's goal of strengthening its nuclear missile capabilities.

Despite previous signs of an openness from the U.S., North Korea on Thursday said they do not have any interest in meeting members of the American delegation during the Winter Olympics in Pyeongchang beginning this week.

But his comments did not rule out a meeting - and nor has Pence.

"Although, like last time, they can only be demonstrated in the form of transport-launch containers", Kim Tonöp, a member of the Center for Far Eastern Studies at the South Korean University of Könnam said. Pyongyang had initially announced plans to send one during the 2014 Asian Games in Incheon, but scrapped the plans weeks before the games.

North Korea is under multiple sets of UN Security Council sanctions over its banned nuclear weapons and ballistic missile programmes, which have seen it develop rockets capable of reaching the U.S. mainland.
