"Why divert time, energy, financial resources to the planning of a parade as the president has asked?"
Trump has brought up the prospect of a military parade several times during his presidency, and reportedly told officials he wants a celebration "like the one in France", referring to the Bastille Day parade in Paris he witnessed previous year.
Trump was the guest of honour at last year's Bastille Day parade, an event where French and global forces march to show their strength.
Military parades in the United States are generally rare.
The U.S. traditionally has not embraced showy displays of raw military power, such as North Korea's parading of ballistic missiles as a claim of worldwide prestige and influence.
One option being considered is to hold the parade in November in conjunction with the 100th anniversary of the ending of World War I on November 11, 1918, the official said.
Trump hailed a two-hour military parade conducted in Paris during his visit there previous year, and gave orders to replicate it in Washington, DC.
Press Secretary Sarah Sanders said Trump's intention was to have "a celebration" of the military. At least one Department of Defense official has already expressed concerns that running heavy military equipment of the kind Trump has asked for could damage local infrastructure.
Manning said no decisions have been made about when, where or who would take part in the parade.
Though the USA has held a few military parades throughout its history, Slate points out that the distinction is that these events were held in celebration after successfully winning a war, such as World War I, World War II and the Spanish-American War.
The Senate Democratic whip, Dick Durbin of IL, said he wouldn't attend such a parade. He called that parade "one of the greatest he'd ever seen".
"I think we're all aware in this country of the president's affection and respect for the military", Mattis told reporters while declining to address the costs of the parade.
Military displays in Washington DC are usually only used to mark victory at the end of a war.
It even speculates he may serve as grand marshal, although there has been no indication to that effect from the White House. That parade would have cost more than $21 million in 2018, after factoring for inflation.
More: Trump's military parade is not a new idea.
"First of all, the United States doesn't need a parade down Pennsylvania or any other avenue to show our military strength", he wrote. "That military may come marching down Pennsylvania Avenue", he told the Post prior to his inauguration.
