Ivanka Trump's visit to South Korea coincides with that of a sanctioned North Korean official, Kim Yong Chol, blamed for the deadly 2010 sinking of a South Korean navy ship that killed 46 sailors.

The U.S. and the United Nations have repeatedly expanded sanctions over the past year as Pyongyang ramped up its missile and nuclear tests.

The new measures target 56 vessels, shipping companies and other entities that Trump administration officials believe are used by North Korea to conduct trade prohibited under previous sanctions.

In addressing the Trump administration's biggest national security challenge, the US Treasury sanctioned one person, 27 companies and 28 ships, according to a statement on the US Treasury Department's website.

North Korea has been known to falsify and hide information displayed on North Korean vessels and conduct ship-to-ship transfers, now prohibited by the United Nations. Treasury Secretary Steve Mnuchin said the sanctions would prevent Pyongyang from carrying out "evasive maritime activities that facilitate illicit coal and fuel transports and erode its abilities to ship goods through global waters".

The US mission said it had submitted a list to the council's sanctions committee "aimed at shutting down North Korea's illicit maritime smuggling activities to obtain oil and sell coal".

"Frankly, hopefully, something positive can happen", Trump said.

"North Korea's participation in the Winter Olympic Games has served as an opportunity for us to engage in active discussions between the two Koreas and this has led to lowering of tensions on the peninsula and an improvement in inter-Korean relations", Moon said.

Earlier, he had imposed the "heaviest-ever" sanctions on North Korea's shipping companies in a bid to prevent the reclusive nation from acquiring nuclear weapons and developing intercontinental ballistic missiles.

Increasingly, reports from the U.S., ROK, and Japan have also revealed ship-to-ship transfers involving North Korean vessels occurring at sea.

But in purely economic terms, both Mnuchin and Trump are well wide of the mark.

He says if a deal can be reached with North Korea it will be a "great thing".

"Parties subject to USA and/or United Nations (UN) sanctions should be aware of these practices in order to implement appropriate controls to ensure compliance with their legal requirements", it said.

The measures are set to be announced just as the president's daughter, Ivanka Trump, arrives in South Korea.

Trump and aides have not ruled out a military response to North Korea's nuclear threats.

"Through today's actions, we are putting companies and countries across the world on notice", Treasury Secretary Steven Mnuchin said.
