Time running out for DACA recipients to get free legal help

Trump plan offers path to citizenship for 1.8 million immigrants

President Trump said Wednesday that he will support a path to grant illegal immigrant Dreamers citizenship in 10 to 12 years, taking a firm step toward Democrats' stance and potentially paving the way for a broader deal.

The Obama-era Deferred Action for Childhood Arrivals program now covers roughly 690,000 of those younger immigrants - about half the number who qualified for the program, according to independent estimates. Another key Democratic aide complained Schumer attempted to meet the President more than halfway, essentially offering to pay for Trump's signature campaign promise in exchange for protecting the Dreamers.

Trump also said Wednesday night that he does not believe Senate Majority Leader Chuck Schumer's statement that his offer to fund a border wall is now off the table as part of an immigration deal, saying he said he made the offer to the president to avoid the government shutdown.

He also said that while he wants to eliminate the diversity lottery, the visas could be used for merit-based immigration.

In what may end up being the most contentious piece of the proposal, the White House is also looking to close "legal loopholes" that will allow it to deport more immigrants, specifically as it relates to undocumented immigrants from countries that don't border the United States - which would likely include changes in immigration enforcement authority that would be virtually impossible for Democrats to swallow.

Sanders said the new White House offer will represent "a compromise that members of both parties can support", but she did not provide details.

The White House rejected Schumer's offer. But as President Trump has repeatedly shifted his public statements on any immigration measure, congressional leaders have been increasingly anxious for more clarification on what the White House wants from an eventual bill. "This bill is right down the center in terms of public opinion".

One official quipped that an agreement on immigration between Sen. Lindsey Graham, a Republican, is "like announcing the sun has risen and there's fish in the ocean".

"I think the House will have an independent vehicle", the second official said.

For any new immigration laws to be created, both the Senate and the House of Representatives would have to approve a bill. A second senior official declined to speculate on whether the plan would pass the Republican-controlled chamber.

But to get the 60 Senate votes to get a plan approved - a total that would require nine Democxrats if all 51 Republicans stuck together - Trump needs to convince the more skeptical partisans. They offered no substantive changes on chain migration but did nix the visa lottery - though they said those visas should go to a new amnesty for Haitians, Salvadorans and others who are about to be deported from the USA once their protections end.

Exactly how a pathway to citizenship will sit with conservative Republicans remains unclear. "It's going to happen, at some point in the future, over a period of 10 to 12 years", he said. "If they've worked hard they've done terrifically, whether they have a little company, or whether they've worked, whatever they're doing, if they do a great job I think it's a nice thing to have the incentive of after a period of years being able to be a citizen", Trump said.

If Congress doesn't come up with a legislative solution for the hundreds of thousands of DACA recipients they could face deportation after the March 5 deadline. The President made his comments to a group of reporters who were meeting with White House chief of staff John Kelly at the White House.
