The two bandhs have been called by Vatal Nagaraj, President of the Confederation of Pro-Kannada Organisations, who claims that the twin bandhs are being organised in support of farmers who for decades have been demanding a resolution of the Mahadayi water dispute.

The outfits, which are protesting against the non-implementation of the Kalasa-Banduri dam project, want Prime Minister Narendra Modi to intervene in the water-sharing dispute between Karnataka and Goa.
The districts are Belagavi, Bhagalkote, Dharwad and Gadag in the northwest.
The Goa Ministry for Water Resources Development (WRD) on Thursday formed a special team to monitor whether Karnataka or Maharashtra governments continue with the works of building and operating canals along the Mahadayi basin for diversion of water. So there will be no buses moving inside the city, and even those planning to go out of the state will have to wait till the bandh is over. Addressing a rally in Mysuru on Thursday, Shah said, "Congress is in fear by BJP Karnataka's Parivartana Yatre, that's why they are trying to stop PM Modi's rally on 4th February and calling for state shutdown". Wipro and Infosys declared holiday for their employees. "If not, we shall take out a rally in Bengaluru on February 4".
The Mahadayi water sharing dispute has become a hot-button issue since the BJP's chief ministerial candidate, B.S. Yeddyurappa, read out a letter written by Goa Chief Minister Manohar Parrikar at a public rally in Hubballi. Pro-Kannada outfits have called for a Karnataka bandh on Thursday when Shah will address a rally in Mysuru and a Bengaluru bandh on 4 February, the day Modi arrives to address a rally.
"All political parties have the right to demonstrate and the government is free and fair to give them any permission", he tells India Today.
