The letter comes just days after thousands of South Koreans flocked to the streets of Seoul to demand peace with North Korea and protest the visit by US President Donald Trump, who previously promised to unleash "fire and fury" against the "rocket man", Kim Jong-un.
"Why would Kim Jong-un insult me by calling me "old", when I would NEVER call him "short and fat?"
Trump goes on to say sarcastically, "Oh well, I try so hard to be his friend - and maybe someday that will happen!"
Tillerson said that eventually there would be a day when the USA and the North decide it's a good time to have that first conversation that would lead to negotiations.
Though an armistice ceased fighting in that conflict, no peace treaty has ever been signed, and North Korea still tensely face off with South Korean and USA forces at the demilitarized zone that splits the Korean peninsula at the 38th parallel.
Following his "lunatic remarks" made in September, Trump "made his conceived attempt yet again to alienate our people from the government and keep up rivalry between the DPRK and the global society", the spokesman continued. Trump fired back hours later in a sarcastic tweet going after the dictator's weight and height.
Asked if he could see himself being friends with Kim, Trump said: "That might be a unusual thing to happen but it's a possibility".

"I really believe that it makes sense for North Korea to come to the table and to make a deal", Trump said in a press conference with South Korean President Moon Jae-in. "If that did happen, it would be a good thing for, I can tell you, for North Korea. I don't know if it will but it would be very, very nice", he added.
On Saturday, Kim's government responded by accusing Trump of trying to demonize North Korea, keep it apart from the worldwide community and undermine its government.
"Every step you take down this dark path increases the peril you face".
This isn't the first time Trump and Kim have traded barbs.
