He said there is already a policy for those Kashmiris "who had crossed over to Pakistan and married there".
"The government was very keen to have comprehensive new surrender policy". "We are working on how to get those (militants) into mainstream who are here and how to rehabilitate them in future".
Pakistan has started a relentless social media campaign to lure youth to join militancy in Kashmir, Inspector-General of Police (IGP), Kashmir Range, Muneer Ahmad Khan said at a press conference here on Thursday.

The two militants paraded before media were identified as Shams-ul-Viqar and Bilal Shaikh. According to Jammu and Kashmir, Pakistan is using social media to recruit militants in Kashmir valley.
He said that around 17 youth have joined militancy in the last four months. "We will still try to know and would like to have a debate on the issue and try to find out what is the major driving force that encourage youth to join militant ranks", he said.
IG CRPF at the occasion said there is a greater synergy between all the security forces to conduct anti-militancy operations. Khan said police desires that the local militants including the footballer Majid Khan, who recently joined the militants should join back his family.
Brigadier Malik said that anti-militancy operations will continue "relentlessly". He said Army will calibrate on application of force during the encounters and post encounter situations.
