On Tuesday, a spokesman for Sir Michael confirmed that he was once rebuked by a journalist, Julia Hartley-Brewer, for putting his hand on her knee during a dinner in 2002.

Just hours after Michael Fallon quit saying his behaviour in the past fell "below the high standards we require of the armed forces", May appointed Williamson, a rising star in her ruling Conservative Party.

He told the BBC that what had been "acceptable 15, 10 years ago is clearly not acceptable now".

In a statement, Sir Michael said: "In recent days allegations have been made about MPs' conduct, including my own".

The journalist, radio host Julia Hartley-Brewer, said that he kept doing it until she was forced to threaten to "punch him in the face".

"Many of these have been false but I accept that in the past I have fallen below the high standards that we require of the armed forces that I have the honour to represent", Fallon wrote in a letter to Prime Minister Theresa May.

Some insiders were stunned when Williamson's name was announced on Thursday morning.

Junior trade minister Mark Garnier is also under investigation for breaches of the ministerial code for asking his former secretary to buy him sex toys in 2010.

The prime minister, who has long championed the careers of female lawmakers, said on Wednesday that action would be taken when there were allegations and evidence of sexual misconduct.
