Carmen Yulin Cruz posted twin tweets in Spanish and English saying: "The goal is one: saving lives".
Mr Trump is set to visit the island on Tuesday. "We can not be distracted by anything else".
The mayor said Puerto Rico is set to be without power for six to eight months after the storm damaged 90% of homes on the island.
Hurricane Maria hit the U.S. territory more than a week ago, leaving it without power and its roughly 3.4 million residents short on fuel and other supplies.
A dual-status commander can marshal US military forces to help clear roads, move supplies and get crews into remote places to assist in fixing the electrical grid, coordinating with public agencies and private utilities.
Department of Homeland Security Acting Secretary Elaine Duke said Friday that "clearly, the situation here in Puerto Rico after the devastating hurricane is not satisfactory, but together we are getting there". And that's exactly what the commander in chief did early Saturday morning, hours after the mayor of the island's capital city, San Juan demanded more help from the federal government.
He responded to the mayor's criticisms by citing her "poor leadership ability", and also took aim at other officials in the U.S. territory who he said had not been able to "get their workers to help".
"The Fake News Networks are working overtime in Puerto Rico doing their best to take the spirit away from our soldiers and first R's".
It comes after the Mayor of San Juan made a desperate plea for federal help. "This is a 'people are dying" story. They.want everything to be done for them when it should be a community effort. Not fair to FR or effort!'
The tweets come after White House denial of a Washington Postreport that claimed the administration "went dark" for four days last weekend after the president left for his resort in Bedminster, New Jersey. "This is a life-or-death story". "This is a story of a devastation that continues to worsen".
Earlier in the day, Trump tweeted that "food and water [were] on site".
