But in a speech at the American Enterprise Institute, Haley laid out exactly what "compliance" should look like, in the context of the US law that requires the president to make a determination every 90 days. Upon a finding that Iran is not complying, Congress would consider whether to reimpose US sanctions lifted as part of the agreement, and USA participation in the worldwide agreement would be in limbo.

"During that time, Congress could take the opportunity to debate Iran's support for terrorism, its past nuclear activity, and its massive human rights violations, all of which are called for in Corker-Cardin", she said.

Haley tried to make the subject sound like it is more complicated than looking at the terms of the detailed and laboriously drafted JCPOA and having IAEA inspectors, through continuous and highly intrusive monitoring, determine whether Iran is complying with the terms.

"If the president finds that he can not in good faith certify Iranian compliance, he would initiate a process whereby we move beyond narrow technicalities, and look at the big picture", Haley said in a speech to the American Enterprise Institute (AEI) think tank. The former Iranian MP said what the U.S. administration has done so far since the implementation of the deal has amounted to efforts to discredit it by posing more and more sanctions on Iran.

"#IAEA verification of Iran compliance with JCPOA is based on terms of agreement; not the ulterior motives of USA officials, nor of lobbyists", Iranian Foreign Minister Javad Zarif wrote Saturday on Twitter.

Iran on Tuesday dismissed US demands for the inspection of Iranian military sites by the UN nuclear watchdog, shrugging off a request by America's ambassador to the UN as only a "dream". Haley said she doesn't know what Trump will say next month.

Strikingly, in a nearly hourlong speech devoted almost exclusively to the deficiencies of the Iran nuclear deal, Haley offered no vision for what alternative steps the Trump administration would take to restrain Iran's nuclear behavior.
