The decision was reached by the 15-man High Tribunal during its regular en banc session.

Te said three associate justices partially granted the petitions, while a member of the High Tribunal voted in favor of the petitions.

"It is a decision hyped by fear and insecurity as laid to the Court after the fact".

Before Duterte, former President Gloria Macapagal Arroyo also declared martial law in 2009, in response to a massacre of 58 people in the province of Maguindanao.

The same section also grants special jurisdiction to the SC to review the "sufficiency of the factual basis" of such declaration or suspension.

Lawyers who petitioned against the declaration of Martial Law expressed dismay on the Supreme Courts's affirmation of its constitutionality on Tuesday, July 4.

In seeking the dismissal of the petitions, Calida asked the SC to give Duterte the chance to perform his constitutional mandate of protecting the people.

He also said that there are still many questions that needed to be answered before any plans to extend martial law beyond 60 days is made.

Shortly after enacting martial law, Mr. Duterte sang the praises of Marcos' reign and promised that his own version of this exceptional regime would be "severe".

Intense daily airstrikes have depleted the military's stockpile of bombs dropped by a new fleet of South Korean-made FA50 fighter jets so a Philippine air force cargo plane was dispatched to the United States to pick up new supplies, Lorenzana said.

In a statement, Chief Presidential Legal Counsel Salvador S. Panelo said the decision was expected.

"I urge you to remain steadfast and alert as martial law in Mindanao will remain in effect to counter the persistent threat of terrorism and insurgency", Duterte said.

"We are still calling for the rest of the Filipino nation to also study the imposition of martial law and see this as a unsafe precedent", she said. Abella was referring to the Maute group allegedly trying to set up a caliphate in Mindanao of the Islamic State group. Aside from this, Panelo said the Chief Executive, as mandated by the Constitution, submitted within 48 hours a written report to Congress explaining why he had to place the island under military rule.

A Times source said Associate Justice Mariano del Castillo, who drafted the ruling, found "sufficient factual basis" for martial law in Mindanao and "no grave abuse of discretion" on Duterte's part.

"Now that the President has the support of the Court and Congress, he should use that support, not to be over confident, but certainly because we believe that there is a situation occurring in the country that must be solved", he added. He had previously suggested he would ignore the Supreme Court's decision.

Martial law allows the security forces to arrest suspects for three days without authorization from the judiciary.

Senator Paolo Benigno A. Aquino IV, for his part, said: "Let's focus on giving displaced Filipino families the support they need and be ready to pour all efforts to rebuilding Marawi, reestablishing our schools, and creating jobs and livelihood for the community". "Now that he is cloaked with such authority, President Duterte might push it to the limit and declare a drug-induced nationwide rebellion by terror groups".

Villarin, citing the Philippine National Police and the AFP, said they want martial law extended for two more months.

Senators welcome the Supreme Court decision upholding the declaration of martial law in Mindanao.
