In an interview on CNN's "New Day", Ruddy said, "I think it is a consideration the President has had because Mueller is illegitimate as special counsel". If Sessions did recuse himself, it would fall to Rosenstein to fire the guy who he'd appointed weeks earlier.
Comey responded to the President's mention of the Russian Federation investigation.

Rosenstein's testimony comes amid public statements from Trump confidants that the American president is mulling removing Mueller from the investigation.
Rosenstein was testifying hours ahead of a separate Senate appearance by Attorney General Jeff Sessions, who was expected to face sharp questions from his former colleagues about his role in Comey's firing, his Russian contacts during the campaign and his decision to step aside from the investigation involving Moscow and the Trump campaign.
The Deputy Attorney General also said he would not follow any orders to fire special counsel Mueller unless there is a good reason and the orders are lawful.
"I think the best case for the President is to be vindicated by allowing this investigation to go on thoroughly and independently". Rosenstein would be the one to fire Mueller, which he repeatedly assured senators Tuesday he would not consider without "good cause".
